Insufficient Sleep Among Adults Age 18 and Over: the estimated annual prevalence rate of adults aged ≥18 years who report regularly getting insufficient sleep (<7 hours for those aged ≥18 years, on average, during a 24-hour period).
High Blood Pressure Prevalence Among Adults Age 18 and Over: the estimated annual prevalence rate of adults aged ≥18 years who report ever having been told by a doctor, nurse, or other health professional that they have high blood pressure. Women who were told high blood pressure only during pregnancy and those who were told they had borderline hypertension were not included.
High Cholesterol Among Adults Age 18 and Over:  the estimated annual prevalence rate of adults aged ≥18 years who report having been told by a doctor, nurse, or other health professional that they had high cholesterol.

State Environmental Characteristics (U.S.) - 2019 Table

This data set contains key environmental characteristics from US Environmental Protection Agency EJSCREEN Environmental Justice Screening and Mapping Tool.

Proximity to Treatment Storage and Disposal Facilities (2020): The values are the proximity to treatment storage and disposal facilities, with lower values indicating closer and higher values indicating farther from treatment storage and disposal facilities.

Proximity to treatment, storage, and disposal facilities is measured as the count of all commercial TSDF facilities within 5 km, divided by distance, presented as population-weighted averages of blocks in each block group. Adjustments are made if there are none within 5 km, and so that the minimum distance used is reasonable when very small. Proximity to Risk Management Plan Sites (2020): The Proximity to Risk Management Plan Sites Environmental Justice Index is the proximity to facilities classified by the EPA as risk management plan sites weighted by the proportion of the population identified as low-income or belonging to an ethnic/racial minority group. Lower values indicate closer to risk management plan sites and higher values indicate farther from risk management plan sites.

RMP facilities are those facilities required by the Clean Air Act (CAA) to file risk management plans. The regulations under CAA section 112(r) establishes a List of Regulated Substances—72 substances listed because of their high acute toxicity and 60 because of their flammable or explosive potential—along with threshold quantities (TQs) for each. The listed substances are those that pose the greatest risk of harm from accidental releases. If a facility maintains a quantity of any such chemical above those TQs, it must file an RMP with EPA.
    
Proximity to National Priorities List Sites (2020):  The values are the proximity to National Priorities List (NPL) sites, with lower values indicating closer and higher values indicating farther from NPL sites.

Proximity to national priorities list sites is measured as the count of sites proposed and listed on the NPL, each represented by a point on the map (latitude/longitude coordinate), within 5 km of the average resident in a block group, divided by distance, calculated as the population-weighted average of blocks in each block group. Adjustments are made if there are no NPL sites within 5 km, and so that the minimum distance used is reasonable when very small. EPA places sites on the National Priorities List (NPL) based on a defined set of criteria and a public comment process. Sites can be placed on the NPL in one of three ways: 1. The site receives a score of 28.5 or higher in EPA’s Hazard Ranking System (HRS); 2. States or territories designate a top-priority site; or 3. A site meets these requirements: a. The Agency for Toxic Substances and Disease Registry (ATSDR) of the U.S. Public Health Service has issued a health advisory that recommends removing people from the site; b. EPA determines the site poses a significant threat to public health; and c. EPA anticipates it will be more cost-effective to use its remedial authority (available only at NPL sites) than to use its emergency removal authority to respond to the site.
 
Proximity to Major Direct Water Dischargers (2020): The values are the proximity to major direct water dischargers, with lower values indicating closer and higher values indicating farther from water dischargers.

Proximity to major direct water dischargers is measured as an inverse distance-weighted sum of water reach segments surrounding each block, and a population weighted sum of the individual blocks’ contributions to the block group. The data source is the Risk-Screening Environmental Indicators (RSEI) modeled output of toxics concentrations is mapped to water segments. The Clean Water Act regulates facilities that discharge pollutants from point sources to waters of the United States. Discharging facilities are generally prohibited unless authorized by a specific provision of the act. Direct discharges may be authorized by National Pollutant Discharge Elimination System (NPDES) permits issued by EPA or states authorized to administer the NPDES program. There are tens of thousands of dischargers with such permits, many releasing only limited quantities of pollutants. Several thousand facilities, however, are “major direct dischargers” as defined by law (https://www.epa.gov/sites/production/files/2017-09/documents/2017_ejscreen_technical_document.pdf).

Traffic Proximity and Volume (2020): Traffic proximity and volume values are calculated to screen for the negative aspects of living near major roads. Higher values indicate increased exposures to ambient noise, toxic gasses, and particulate matter.

Traffic proximity and volume is measured as the count of vehicles per day (average annual daily traffic) at major roads within 500 meters, divided by distance in meters. The values are the population-weighted average of blocks in each block group. Adjustments are made so that the minimum distance used is reasonable when very small.

Measures of traffic proximity in EJSCREEN are based on average annual daily traffic (AADT) estimates in the Highway Performance Monitoring System (HPMS) dataset in the Department of Transportation (DOT) National Transportation Atlas Database (NTAD). The HPMS highway data is maintained by states and compiled by DOT (https://www.epa.gov/sites/production/files/2017-09/documents/2017_ejscreen_technical_document.pdf).
    
Diesel Particulate Matter Level in Air (2020): The values are measurement of the diesel particulate matter level in the air. Higher values indicate higher concentration of diesel particulate matter in the air compared with surrounding areas and highlight locations that may be candidates for additional review.

EPA constructed the diesel particulate matter level indicator using data from the EPA National Air Toxics Assessment. The indicator values are in terms of µg/m3. Air Quality: Respiratory Hazard Index (2014): Respiratory Hazard Index below 1 means the respiratory pollutants are not likely to increase risk of non-cancer adverse health effects over a lifetime. Put another way, numbers at or below 1 represent a normal, acceptable risk over a lifetime.

Respiratory Hazard Index of 1 or above means further monitoring is needed to determine if the pollutant levels will cause non-cancer adverse health effects.

Air Quality: Individual Lifetime Cancer Risk (2014): Cancer risk is measured as the estimated individual lifetime cancer risk per one million people. "NATA estimated most individuals' risk to be between 1-in-1 million and 100-in-1 million, although a small number of localized areas showed risk higher than 100-in-1 million." For a full explanation, please see pages 125-127 of the 2014 NATA Technical Support Document.

The data are the EPA's 2014 NATA ambient concentration, exposure concentration, and risk estimates. The National Emissions Inventory used the AERMOD and CMAQ models, with input from state, local, and tribal agencies, to generate ambient concentrations. The exposure modeling took into account that people move to and from different locations.

This data set contains key environmental characteristics from US Environmental Protection Agency EJSCREEN Environmental Justice Screening and Mapping Tool.

Proximity to Treatment Storage and Disposal Facilities (2020): The values are the proximity to treatment storage and disposal facilities, with lower values indicating closer and higher values indicating farther from treatment storage and disposal facilities.

Proximity to treatment, storage, and disposal facilities is measured as the count of all commercial TSDF facilities within 5 km, divided by distance, presented as population-weighted averages of blocks in each block group. Adjustments are made if there are none within 5 km, and so that the minimum distance used is reasonable when very small. Proximity to Risk Management Plan Sites (2020): The Proximity to Risk Management Plan Sites Environmental Justice Index is the proximity to facilities classified by the EPA as risk management plan sites weighted by the proportion of the population identified as low-income or belonging to an ethnic/racial minority group. Lower values indicate closer to risk management plan sites and higher values indicate farther from risk management plan sites.

RMP facilities are those facilities required by the Clean Air Act (CAA) to file risk management plans. The regulations under CAA section 112(r) establishes a List of Regulated Substances—72 substances listed because of their high acute toxicity and 60 because of their flammable or explosive potential—along with threshold quantities (TQs) for each. The listed substances are those that pose the greatest risk of harm from accidental releases. If a facility maintains a quantity of any such chemical above those TQs, it must file an RMP with EPA.
    
Proximity to National Priorities List Sites (2020):  The values are the proximity to National Priorities List (NPL) sites, with lower values indicating closer and higher values indicating farther from NPL sites.

Proximity to national priorities list sites is measured as the count of sites proposed and listed on the NPL, each represented by a point on the map (latitude/longitude coordinate), within 5 km of the average resident in a block group, divided by distance, calculated as the population-weighted average of blocks in each block group. Adjustments are made if there are no NPL sites within 5 km, and so that the minimum distance used is reasonable when very small. EPA places sites on the National Priorities List (NPL) based on a defined set of criteria and a public comment process. Sites can be placed on the NPL in one of three ways: 1. The site receives a score of 28.5 or higher in EPA’s Hazard Ranking System (HRS); 2. States or territories designate a top-priority site; or 3. A site meets these requirements: a. The Agency for Toxic Substances and Disease Registry (ATSDR) of the U.S. Public Health Service has issued a health advisory that recommends removing people from the site; b. EPA determines the site poses a significant threat to public health; and c. EPA anticipates it will be more cost-effective to use its remedial authority (available only at NPL sites) than to use its emergency removal authority to respond to the site.
 
Proximity to Major Direct Water Dischargers (2020): The values are the proximity to major direct water dischargers, with lower values indicating closer and higher values indicating farther from water dischargers.

Proximity to major direct water dischargers is measured as an inverse distance-weighted sum of water reach segments surrounding each block, and a population weighted sum of the individual blocks’ contributions to the block group. The data source is the Risk-Screening Environmental Indicators (RSEI) modeled output of toxics concentrations is mapped to water segments. The Clean Water Act regulates facilities that discharge pollutants from point sources to waters of the United States. Discharging facilities are generally prohibited unless authorized by a specific provision of the act. Direct discharges may be authorized by National Pollutant Discharge Elimination System (NPDES) permits issued by EPA or states authorized to administer the NPDES program. There are tens of thousands of dischargers with such permits, many releasing only limited quantities of pollutants. Several thousand facilities, however, are “major direct dischargers” as defined by law (https://www.epa.gov/sites/production/files/2017-09/documents/2017_ejscreen_technical_document.pdf).

Traffic Proximity and Volume (2020): Traffic proximity and volume values are calculated to screen for the negative aspects of living near major roads. Higher values indicate increased exposures to ambient noise, toxic gasses, and particulate matter.

Traffic proximity and volume is measured as the count of vehicles per day (average annual daily traffic) at major roads within 500 meters, divided by distance in meters. The values are the population-weighted average of blocks in each block group. Adjustments are made so that the minimum distance used is reasonable when very small.

Measures of traffic proximity in EJSCREEN are based on average annual daily traffic (AADT) estimates in the Highway Performance Monitoring System (HPMS) dataset in the Department of Transportation (DOT) National Transportation Atlas Database (NTAD). The HPMS highway data is maintained by states and compiled by DOT (https://www.epa.gov/sites/production/files/2017-09/documents/2017_ejscreen_technical_document.pdf).
    
Diesel Particulate Matter Level in Air (2020): The values are measurement of the diesel particulate matter level in the air. Higher values indicate higher concentration of diesel particulate matter in the air compared with surrounding areas and highlight locations that may be candidates for additional review.

EPA constructed the diesel particulate matter level indicator using data from the EPA National Air Toxics Assessment. The indicator values are in terms of µg/m3. Air Quality: Respiratory Hazard Index (2014): Respiratory Hazard Index below 1 means the respiratory pollutants are not likely to increase risk of non-cancer adverse health effects over a lifetime. Put another way, numbers at or below 1 represent a normal, acceptable risk over a lifetime.

Respiratory Hazard Index of 1 or above means further monitoring is needed to determine if the pollutant levels will cause non-cancer adverse health effects.
